Tosoh Participating in METI-Subsidized Shunan Hydrogen and Fuel Ammonia Supply Center Joint Study

Tokyo, Japan—Tosoh Corporation, Idemitsu Kosan Co., Ltd., Tokuyama Corporation, and Zeon Corporation jointly submitted a proposal, titled "Preliminary Study for the Development of Ammonia Supply Base at Shunan Industrial Complex", to a support project named “Subsidy for Measures to Promote the Introduction of Non-Fossil Energy Sources”, and has been selected to be subsidized. The project, publicly solicited by the Ministry of Economy, Trade and Industry and Agency for Natural Resources and Energy, is a support project for the development of industrial complexes into hydrogen and fuel ammonia supply centers.

Under this joint study project—conceived to establish Japan’s first carbon-free ammonia supply system of over one million tons per year at the Shunan Industrial Complex by 2030—the four companies will work to develop the storage facility at Idemitsu Kosan's Tokuyama Complex as a common ammonia supply base at the Shunan Industrial Complex and investigate ammonia supply infrastructure for each company on the demand side. Moreover, the companies will promote the construction of Japan's first ammonia supply chain in the Shunan area through a number of initiatives, including the demonstration of ammonia combustion at an actual plant.

The Shunan Industrial Complex produces and supplies a broad range of high-value-added materials such as chemical raw materials and products, steel, cement, and fine chemicals. To maintain and further evolve its competitiveness, the Complex must reduce the CO2 emissions generated by its production activities. Amidst these conditions, the Shunan Industrial Complex—under the leadership of Shunan City and in collaboration with The Society of Chemical Engineers, Japan—established the "Decarbonization Promotion Council of Shunan Industrial Complex" (hereinafter, "Shunan Council") in January 2022, which aims to achieve a carbon-neutral industrial complex by 2050 by maximizing the use of current facilities and industrial infrastructure. The Shunan Council has been devising a grand design, a backcasting-based roadmap, and conducting discussions on specific measures to achieve a carbon-neutral industrial complex by 2050, aiming to both maintain and strengthen the industrial competitiveness of the Shunan Industrial Complex and to decarbonize it. As a concrete measure toward a carbon-neutral industrial complex, the four companies agreed in July 2022 to jointly examine the development of shared infrastructure necessary to construct an ammonia supply chain, which led to the proposal of this project.

The four companies will establish an ammonia supply chain in the Shunan area, thereby contributing to the realization of a decarbonized society.
